Archbishop Hermann III of Cologne had dispersed his community across seven towns of the archbishopric to shield them from the bands of the First Crusade. Neuss was one of these refuges, and the crusaders found them there.

The Hebrew chronicles of the Rhineland, which trace the fate of each town, report that a man from Cologne named Isaac was killed there first, and that the others followed. The dispersal, conceived as a protection, turned instead into so many separate massacres, none of which could come to the aid of another.
