Né à Paddington (Londres), deuxième fils du négociant Jonah Nathan (d'origine allemande) et de Miriam Jacob Nathan. Officier des Royal Engineers, il fut gouverneur de la Sierra Leone, de la Côte-de-l'Or, de Hong Kong (1904–1907) — où l'artère Nathan Road de Kowloon porte son nom — puis du Queensland. Seul gouverneur juif de Hong Kong, il fut inhumé au cimetière juif de Willesden à Londres.
