Ingénieur électricien et industriel (fabrique d'ampoules à Vienne), proche conseiller de Theodor Herzl. Premier président du Fonds national juif (Keren Kayemet, 1902-1907) : il est à l'origine de la tirelire bleue du KKL, du « Livre d'or » et des timbres du Fonds. Le KKL fut fondé sur la base d'un mémorandum qu'il rédigea et qui fut lu au 5e Congrès sioniste (1901).
