Né à Novogroudok, formé à la yeshiva de Volozhin puis à l'Université de Saint-Pétersbourg, Harkavy fut un orientaliste et historien majeur. Chef du département des manuscrits juifs et orientaux de la Bibliothèque impériale de Saint-Pétersbourg à partir de 1877, il consacra ses travaux à l'histoire ancienne des Juifs de Russie, aux Khazars et aux Karaïtes. Un livre-hommage de 1910 recense 399 de ses publications.
