Théoricien marxiste majeur de la New Left, lecteur en science politique à la London School of Economics à partir de 1949. Son livre Parliamentary Socialism (1961), critique du Parti travailliste, puis The State in Capitalist Society (1969) firent date ; il mena avec Nicos Poulantzas un débat célèbre sur la théorie de l'État (New Left Review, 1969-1976). Père de David et Ed Miliband.
