Né dans une famille juive séfarade d'origine marocaine. Secrétaire financier au Trésor (1932–1934), ministre des Transports (1934–1937) — il introduit les « Belisha beacons » (globes orange clignotants des passages piétons) — puis secrétaire d'État à la Guerre (1937–1940). Son grand-père Isaac Belisha présidait la communauté séfarade de Manchester.
