لقد لاحظنا بان بعض مديريات معارف الالوية تطلب من هذه الوزارة الموافقة على تعيين المعلمين او المعلمات في المدارس الاهلية دون الاطلاع على شهاداتهم الدراسية ووثائقهم او يكتفون على قسم من الوثائق ويتركون الباقي او يسمحون للمعلم بالدوام قبل صدور الموافقة من قبل هذه الوزارة . وبناء على ما تقدم نرجو من الان فصاعدا ارسال الوثائق المدرجة ادناه والخاصة بتعيين المعلمين او المعلمات في المدارس الاهلية الى هذه الوزارة للاطلاع عليها من قبلنا وارجاعها لكم ضمن الكتاب الجوابي وعدم السماح لاي معلم او معلمة بالدوام في مدرسته قبل صدور الموافقة على ذلك من هذه الوزارة .

الى ادارات المدارس الابتدائية للبنين والبنات والاطفال الرسمية والاهلية في مدينة بغداد وضواحيها كافة

قررت امانة العاصمة اقامة حفلة للاطفال في بهو الامانة سيشرفها حضرة صاحب الجلالة الملك المفدى وذلك في تمام الساعة الرابعة من عصر يوم الاثنين الموافق ١١ / ١١ / ٤٦ لذا نرجو ملاحظة ما يلي بدقة وتنفيذه حرفيا .

١- تنتخب ادارة كل مدرسة ابتدائية للبنين والبنات تسعة طلاب او طالبات من مختلف طبقات الشعب . ٢- تنتخب كل مدرسة اطفال (مختلطة) ستة اطفال (بنين وبنات) من مختلف طبقات الشعب . ٣- ان يكون حضور الطلاب والطالبات والاطفال من كل مدرسة بصورة مجتمعة وبصحبة معلم او معلمة واحدة تكون مسؤولة او مسؤولا عن سلوكهم وحسن تصرفهم خلال الحفلة . ٤- يرتدي الطلاب والطالبات والاطفال البستهم الاعتيادية على ان تكون نظيفة ولا يجوز بتاتا لبس الحلي او اي البسة جديدة تجعل للطالب او الطالبة ميزة خاصة عن غيره . ٥- على كل مدرسة ارسال ممثل عنها الى هذه المديرية حال استلام كتابنا هذا لاستلام بطاقات هذه الحفلة وقد اعدت هذه البطاقات لتكون عند الاطفال كذكرى لهذه المناسبة السعيدة على ان تملأ كل بطاقة باسم الطفل الذي سيشترك في هذه الحفلة . ٦- نرجو ان يتم حضور الاطفال الذين سيقع عليهم الاختيار للاشتراك في هذه الحفلة في تمام الساعة الثالثة والنصف من يوم الاثنين الموافق ١١ / ١١ / ١٩٤٦ اي قبل نصف ساعة من وقت تشريف صاحب الجلالة . ٧- نرجو ان يكون اختيار الطلاب والطالبات من المدارس الابتدائية ممن لا تتجاوز <del>⟦illegible⟧</del> اعمارهم الثانية عشرة بصورة مطلقة كما نرجو ان يتم الاختيار من مختلف طبقات الشعب وستلاحظ هذه الناحية من قبل المسؤولين عن هذه الحفلة بدقة . ٨- يجب ملاحظة اختيار العدد المقرر لكل مدرسة ولا يجوز اكثار العدد او اخلاله بتاتا .

Therefore, we hope the following is noted accurately and implemented literally: 1- The administration of each primary school for boys and girls shall select nine male or female students from different classes of the people. 2- Each children's school (mixed) shall select six children (boys and girls) from different classes of the people. 3- The attendance of students and children from each school must be as a group, accompanied by one male or female teacher who shall be responsible for their behavior and good conduct during the party. 4- Students and children shall wear their regular clothes, provided they are clean. It is strictly forbidden to wear jewelry or any new clothes that would give the student a special distinction over others. 5- Each school must send a representative to this Directorate immediately upon receipt of this letter to receive the invitation cards for this party. ( د ) يعتبر درسا الرسم والاعمال اليدوية درسا واحدا ويعطى له درجة واحدة . ( هـ ) يعتبر درسا الرياضة والنشيد درسا واحدا ويعطى له درجة واحدة . ( و ) يعتبر درسا الدين والقرآن الكريم درسا واحدا ويعطى لكل منهما ( ٥٠ ) درجة ، وتجمع الدرجتان فتكون النتيجة درجة الدرس المذكور . ( ز ) لا يجوز امتحان طلاب هذه الصفوف امتحانا مستعجلا ينتهي بيوم او يوميــــــن ( كما تعمل بعض المدارس ) ، بل يبدأ الامتحان وينتهي مع بقية الصفوف بصورة منتظمة ومضبوطــــــة . لاحظت اثناء تفتيش ادارات المدارس ان اكثر مديري المدارس لم يحفظوا ولم ينظموا ملفات التقارير الصادرة والواردة للسنين الماضية بل انهم يهملونها مبعثرة الامر الذي يصعب الرجوع اليها عند الحاجة الماسة . لقد افهمت المديرين عند التفتيش بضرورة تنظيم وتنسيق وترتيب هذه الملفات في كل سنة دراسية وغلقها وحفظها منظمة في آخر السنة بحيث يصبح في المدرسة ملفات للصادرة والواردة بقدر سني عمر المدرسة مسلسلة بتواريخها . فنرجو التفضل اذا نسبتم هذا الترتيب الامر بتعميم ذلك لكافة المدارس للعمل بموجبه .

In the absence of an education doctor in one of the Liwas or exam centers, the report granted by the Liwa Health Presidency or center doctors shall be acceptable. 2- The male or female student must appear before the medical committee in the Directorate of Education Health in Baghdad or education doctors in the Liwas or the official doctor in the center to which the student belongs before the exam by a period not exceeding a week and not less than one day. 3- No review is accepted during exam times except for sudden accidents that occur in the exam center, and they are sent to the medical committee in Baghdad or the education doctor in the Liwa or the official doctor in the absence of an education doctor in the places where the student is examined and through the director of the exam center. 4- The review of male and female students before exam days shall be by an official letter from the school administration, but during exam times, their review must be through the director of the exam center in which they are being examined. 5- The medical committee in Baghdad meets during the period mentioned in the second paragraph above, at twelve o'clock during official working hours, and education doctors in the Liwas shall be present in the hospital during the mentioned time. 6- If a male or female student falls ill on one of the exam days, they must consult the Directorate of Education Health in Baghdad or education doctors in the Liwa or the official doctor in the place where the exam center is located before the start of the exam on that day to decide on their continuation or interruption ⟦illegible⟧ the day of their illness, they must inform the Directorate of Education Health or education doctors in the Liwas or the official doctor to decide what is necessary for that. لاحظت - يا للاسف - ان قسما من العناصر العاقة دخلت في صفوف اسرة التعليم واتخذت معاهد التثقيف اوكارا لبث دعايات لا تتفق مع الكرامة الوطنية ولا تأتلف مع الاهداف السامية التي انشئت المعارف لتحقيقها . وقد استغلت هذه العناصر المفسدة عصمة الطالبات والطلاب وبراءتهم فاخذت تنفث في نفوسهم سموم المبادئ التي تهدد قواعد الايمان الوطني التي هي الاساس المكين في تربية الناشئة وفي اعداد جيل يشعر بواجباته العامة والخاصة .

ولقد اثرت هذه السموم في واجبات الطلاب والطالبات الدراسية حتى ادت الى ضعف مستواهم العلمي ضعفا ملموسا فاصبحت اعتقد ان التساهل في تطهير معاهد التثقيف من مثل هذه الادران او التساهل في ايقاف استمرارهم على الهدم ونفث السموم مما يحرم البلاد من تكوين جيل المستقبل الذي يجب ان يتحلى بالفضائل الوطنية التي تمكنه من القيام بواجباته العامة نحو الامة والدولة ، ان التساهل في ايقاف ذلك خيانة لهذا الوطن الذي يعقد آمالا جساما في نهضته على هذا الجيل وخيانة كبرى للودائع التي استلمتها اسرة المعارف لتردها الى الوطن مجهزة بخصائص الرجولة والوطنية الصادقة المنتظرة .

لذلك ارى ان من الضرورة الملحة ان تتضافر جهود المخلصين من اعضاء اسرة المعارف على وضع حد لهذه المآسي وهذا الانحدار وان يتعاون المخلصون في هذه الاسرة على جعل معاهد التثقيف دورا لتنشئة الاجيال وامكنة لترقية العلم وبث الفضيلة وغرس روح التضحية والحب لهذه التربية وان تبعد هذه العناصر الطفيلية التي تعبث في هذه الناشئة .

انني اطلب من عمداء المعاهد العالية والمفتشين والمفتشات ومديرات المدارس ومديريها كافة ومن مدراء معارف الالوية ان يكونوا على بينة من امر امثال هؤلاء وان يزودوا هذه الوزارة باسماء من يعبث في هذه المهنة الشريفة والمهمة المقدسة التي وكل اليهم القيام بها خاصة من يعتنق منهم مذهبا سياسيا او ينزع نزعة اجنبية لا يتفقان مع تقاليد الامة الموروثة او يخالفان ما يصبو اليه الوطن .
