the Jewish quarters of the city looted as the armies pass through
Kovel, a crossroads town in western Volhynia, had a large Jewish population. During the war between Poland and Soviet Russia, the town changed hands repeatedly, and each passage of troops was followed by the looting of the Jewish quarters. Soldiers accused the Jews of having served the enemy, whichever side that happened to be. Houses were searched, shops emptied, and residents beaten in the streets. The community emerged impoverished from a war in which it had taken no side.
