B07 · paragraph / arabic تبلغ نسبتها ٣ الى ١ وانتخابات الكونغرس الحالية ترتبط ايضاً بانتخابات رئاسة الجمهورية عام ١٩٦٤ القضية الرئيسية والقضية الرئيسية الان هي ما اذا كان المصوتون يرغبون في المزيد من الديمقراطيين الكنديين لادارة شؤونهم او يفضلون عودتهم بنسبة اقل . ومع ان القضايا الخارجية كمشكلة كوبا وازمة برلين تلعب دورها الا ان المصوتين الاميركيين عادة يهتمون بالقضايا المحلية اكثر من اهتمامهم بالقضايا الخارجية . ولذلك فان الانتخابات البرلمانية لا تعتبر حكماً كبيراً لانها لا تغير قضايا كبيرة . ومع ان الجمهوريين يستغلون الوضع في كوبا الا انه لا يزال هناك عدد غير قليل من المصوتين يعتقدون ان كندي حقق في السياسة الخارجية اكثر مما فعل ايزنهاور . ولهذا فان انتخابات الكونغرس تعتمد على المشاكل المحلية وعلى شخصيات المرشحين وعلى النزعات الاقليمية والاهواء الفردية . وهذه الانتخابات على خلاف انتخابات الرئاسة لا تغير الناخبون فيها اراءهم بنسبة كبيرة كما ان المهاجرين يظلون دون قرار . ولكن الديمقراطيين يتفوقون على الجمهوريين لدى الضعيفي الحال والمتوسطين . ففي كل نقطة كان يتفوق فيها كندي خلال رحلته الانتخابية الاخيرة كان يقرأ اللافتات المكتوب عليها : سبعة اثمان الشيوخ الجمهوريين صوتوا ضد الاعانات الطبية للمسنين . و ثلاثة اربع النواب الجمهوريين صوتوا ضد قانون المساعدات الاتحادية للكليات . وهذه الاشياء هي الاشياء البارزة اذ تختفي امامها الجهود التي بذلها كندي مع العديد من شيوخه ونوابه المحافظين الذين وقفوا نفس المواقف من هذه القضايا. مركز كندي واذا ما فشلت جهود كندي واصيب حزبه الديمقراطي بنكسة فان مركزه سيصاب بضربة . ويشعر الجمهوريون بالثقة من حصولهم على ٤٣ مقعداً في مجلس النواب وهذا سيمنحهم الاغلبية في المجلس . ولكن حتى في حالة حصولهم على ٥ مقاعد في مجلس النواب و ١٠ مقاعد في مجلس الشيوخ فان ذلك سيخلق العراقيل امام الحزب الديمقراطي بحيث قد لا يستطيع كندي تجديد رئاسته فلماذا اذن يجازف كندي الى هذا الحد ؟ والجواب الوحيد الممكن هو انه يجازف في حملة مجازفة قليلة فلقد عاني الخسائر التقليدية التي تصيب كل رئيس جمهورية في الانتخابات التي تجري في منتصف مدة الرئاسة ففي الدور الاول لانتخابه حين فقد ٢١ مقعداً حراً في مجلس النواب . ومن الناحية الاخرى فان عقيدته الدينية التي كلفته مليوني صوت لم تعد عاملاً مهماً . وبدلاً من ان يستغل الحزب الديمقراطي في الكونغرس لوضعه وراءه فانه سار وراء الكونغرس بشكل لم يفعله اي رئيس للجمهورية منذ تطبيق نظام الحزبين قبل ١٠٠ سنة . وبالاضافة الى ذلك فان التطورات اسفرت عن ابتعاد عدد من الاعضاء المحافظين وفي اسوأ الاحوال فان الجمهوريين ب ١٠ او ٢٠ مقعداً سيقابل بزيادة عدد اصوات مرشحي كندي وفي احسن الاحوال فحتى لو حصل كندي على بعض المكاسب فلن يكون الا تغيير قليل في الوضع وبالنسبة للديمقراطيين الجنوبيين الاقوياء الذين لم يسبق لهم ان خاضوا معركة انتخابات فسيعودون مرة اخرى الى الكونغرس لان العصبيات هناك اقوى من كل الخلافات السياسية .

B11 · paragraph / arabic العالم كله .. قرية كبيرة اثبتت الازمة الدولية الاخيرة بان عالمنا كله اصبح قرية كبيرة ترتبط سكانها جميعاً بمصير واحد ومستقبل واحد . ففي العراق وفي كل جزء من اجزاء المعمورة كان الناس يعيشون ذي الازمة ويتتبعونها وقد استبد بهم القلق مخافة ان تنفجر عن بركان يحرق الاخضر واليايس . فلم تعد الازمات والمشاكل منعزلة ومنفصلة عن بعضها بل ترابطت واشتركت وغدت تؤثر على مصير كل انسان يعيش على سطح كوكبنا الارضي . ولم تعد هذه الازمات والمشاكل تسير العواطف والافكار فقط بل انها تؤثر على الرغيف الذي نأكله وعلى اللباس الذي نلبسه وعلى الحاجيات التي يحتاجها لان العالم كله اصبح قرية واحدة مستقبلها ومصيرها هو مستقبلنا ومصيرنا . ومع السنوات والاكتشافات والعلوم والاقمار الصناعية والصواريخ والبنسلين والذرة تغيرت الافكار والعلاقات والقيم والمبادىء والانظمة . فقبل اقل من ١٠٠ سنة كان يستطيع الملوك والاباطرة الذين هم ظل الله في الارض ويستطيع الحكام ان يعيشوا وراء اسوار قصورهم المترفة ينعمون بالطيب ويأكلون في صحون الذهب ويلبسون الحرير وخارج هذه الاسوار الملايين يموتون بسبب الجوع والمرض والعري ويصابون الى السخرة بالسياط . واما اليوم فلم تعد الشعوب المترفة المتقدمة ان تغمض عينيها عن الشعوب التي تحتاج الى العون والمساعدة وتحتاج الى التقدم والحرية والعلم لانها تحس ان خطر هذه الفجوة عظيم وجسيم، وقبل اقل من ١٠٠ سنة كانت تستطيع الدول ان تسد ابوابها وتحكم حدودها وتفقد مفاتيحها ولا تنعزل شعوبها لان الانسان بقلم اليوم فؤاد بطرس يحتاج الى سنوات لينتقل من قارة الى قارة . اما اليوم فان المشاكل والازمات تقفز الحواجز والابواب والمحيطات وتفرض نفسها على كل حكومة وعلى كل شعب وعلى كل انسان ويمكن انتقال حول العالم في ساعات بل الدوران في الفضاء الخارجي حول الكرة الارضية في دقائق وقبل اقل من ١٠٠ سنة كان الرق والاستعباد نظامين قائمين ثابتين وكان البريطانيون يحملون الحروب لبيع الافيون بالقوة على الصينيين ويجرجرون الفرنسيين والبرتغاليين الافريقيين للسخرة وتشغيلهم من مكان الى مكان كما يفعلون بقطعان الدواب . واما اليوم الرق اصبح جريمة سواء انتهج في التمييز العنصري في جنوب افريقيا او في منع الطالب الزنجي من الدخول الى الجامعة في ولاية المسيسبي الاميركية كما راح الاستعمار يتهاوى وينهار ويعمل المستعمرون في الظلام ينظرون الى العالم كله في ذهول وهلع . وقبل اقل من ٥٠ سنة كانت الحروب تندلع من غالب ومغلوب وعن منتصر ومهزوم وعن استسلام ومكاسب وغنائم ومستعمرات تفرض نفوذ ولكنها اسفرت بعد الحرب العالمية الثانية عن مصائب وكوارث وهزائم ومشاكل للغالبين والمغلوبين وللمنتصرين والمهزومين وستستمر اية حرب اخرى عن فناء للجميع وعن دمار لكل وعن محو البشرية واغراق الكرة الارضية في لجة من الدماء والاشلاء والنيران . وقبل عشرات قليلة من السنوات كان يمكن للملايين البشر ان يستكينوا في الحرمان والفقر والعوز وهناك الى جانبهم المئات والالوف يغرقون في النعمة وينعمون في الترف ويملكون سطوة المال والنفوذ واما اليوم فان هذه الملايين في كل مكان تطالب بحقوقها وبقوتها ورفاهها وتتحرر من العوز والجهل والمرض وتفرض هذه الحقوق بسواعدها وعقولها . فالعالم كله قد تغير لان عقول وافكار وعواطف وحاجات البشر قد تغيرت . وهذا العالم المتباعد الواسع الارجاء تحول الى قرية صغيرة لا يستطيع سكانها ان يتخلوا عن مصير بعضهم البعض ولا ان يعيشوا في معزل عن الاخرين ولان كبار التيار الذي يسير فيه سفينة البشر . وهذا التحول الخطير في العالم والحاجات والاتجاهات والافكار والمبادىء يحتاج الى تحول عميق في سياسات وخطط الحكومات وفي تشكيلات المجتمعات . والخطوة الاولى ان يعمل العلماء والباحثون في الفلسفة بدلاً من زعماء السياسة ورجال الاحزاب على العلم والعمل لتوجيه علاقاتهم وشؤونهم نحو الامن والاستقرار والمساواة وخطط الاحزاب . وقد ظهر ان فيلسوفاً واحداً كبرتراند رسل استطاع ان يلعب الدور الذي لم تستطع ان تلعبه كل الحكومات وجميع الزعماء وكافة السلطات والاجهزة في توجيه الازمة الاخيرة . ولو ترك لامثال رسل في كل اقطار العالم ان يقودوا البشر ويوجهوا السياسات والخطط لزالت لفترة من الزمن تفصل بين التطور العلمي والاجتماعي والاقتصادي في المجتمع الانساني وبين الاجهزة التي تتولى مسؤولية قيادته وتوجيه شؤونه .

B03 · paragraph / arabic حكمت محكمة جنايات بيروت بالاشغال الشاقة لمدة ١٠ سنوات على المتهم شحادة اسماعيل الذي قتل ابنته نظيمة غسلا للعار. وتفصيل القضية ان المتهم كان يريد قتل ابنته نظيمة لانها اتصلت بطريق قتل خطأ صديقتها وجارتها فاطمة الغزال الملقبة بازهار. وقد تبين ان نظيمة المصري ابنة المتهم شحادة اسماعيل المصري ضلت الطريق القويم فساء سلوكها وانتهى بها الامر الى العمل في المحلات العمومية في بيروت كمومس، وكانت بين الوقت والاخر تعطى والديها ما يتيسر لديها من المال عندما كانا يحضران لمواجهتها في بيروت . وفي اوائل شهر تشرين الاول سنة ١٩٦١ جاء والدها المتهم شحادة المصري يطلب اليها ان تعطيه مالا والح عليها في طلباته بيد انها رفضت النزول عند طلبه فتركها وانصرف غاضبا وعندما اجتمع في والده فايز البالغ العقد الثالث من عمره تقريبا اورد صدره وشحن عزيمته على قتل شقيقته نظيمة لغسل العار الذي الحقته بالعائلة، وفي اليوم التالي او الذي يلحقه حضر المتهم شحادة الى بيروت ومعه ولده فايز وهذا الاخير كان ينقل مسدسا حربيا بدون اجازة وعندما بلغا بيت المومس حيث كانت تعمل نظيمة المذكورة فاطمة الغزال المعروفة بازهار التقت بهما المومس خالدية وهي تعرف شحادة وولد نظيمة فاتصلت بهذه الاخيرة هاتفيا وابلغتها الامر، فخشيت نظيمة العاقبة وطلبت الى رفيقتها المومس فاطمة الغزال الاتصال بالشرطة فاجابتها سأفعل ثم ابلغتها فخرجت من المنزل لتقف بنفسها على حقيقة الامر. وبينما كانت تنزل السلم وكان الوقت ليلا شاهدها المتهم شحادة وولده فايز فاعتقدا انها نظيمة، وهنا عاد شحادة وشدد عزيمة ولده على القتل فسارع الاخير واخذ المسدس الذي كان يحمله واطلق عليها النار فهربت على الطريق العام وهو يتابع المقاهي وازدت على كرسي والدم ينزف منها وما لبثت ان فارقت الحياة من جراء اصابتها بخمس اطلاقات في سائر انحاء جسمها. وعلى صدى الطلقات حضر رجال الشرطة وتبادلوا اطلاق النار مع القاتل فايز فاردوه قتيلا اما المتهم شحادة فقد هرب الى احد سطوح البنايات حيث اعتقل هناك .
