Membre de la famille Gluckstein émigrée d'Allemagne à Londres. Avec son frère Isidore Gluckstein, Alfred Salmon et Joseph Lyons, il fonda en 1887 la firme de restauration J. Lyons & Company. Il conçut l'idée de ces salons de thé populaires (bonne nourriture à prix modéré) et en prit la présidence à la mort de Lyons.
