Rabbin alsacien-lorrain, il fut d'abord rabbin de Phalsbourg — où il refusa en 1839 de prêter le serment More Judaico, contribuant à son abolition — puis grand rabbin de Paris et enfin grand rabbin du Consistoire central des israélites de France de 1867 à sa mort en 1888. Il œuvra à l'intégration des institutions juives d'Algérie dans le système consistorial français.
