Éditeur juif né à Vilna. Il fonde en 1880 une imprimerie à Saint-Pétersbourg, puis en 1890 la maison Brockhaus-Efron avec l'éditeur allemand F. Brockhaus. Sa maison publie le grand Dictionnaire encyclopédique (86 volumes) et, avec la Société des publications scientifiques juives, la Yevreyskaïa Entsiklopediya (Encyclopédie juive en russe, 16 vol., 1907-1913).
