Juif séfarade d'origine algérienne dont la famille gagna la Palestine ottomane en 1840. Grand notable de la communauté juive de Jaffa à la fin du XIXe siècle, orfèvre et changeur. Il acheta des terres au nord-est de Jaffa et fonda en 1887 le quartier de Neveh Tzedek, noyau du futur Tel-Aviv (villa Beit Chelouche, 1892).
