A beylic decree orders the census of persons and property and limits access to the liberal professions. Tunisian public schools no longer admit more than a small proportion of Jewish pupils, and families open private classes for those who are turned away. Declarations of assets are required under penalty of sanctions. As elsewhere, this census is not the work of a statistician: it establishes the list upon which, the following year, the requisition of men and the levying of money will be based.
