Mohyliv-Podilskyi commands the crossing of the Dniester between Podolia and Bessarabia, and ranked among the most Jewish cities in the province. Its position as a border town made it a permanent stake: Directory troops, Bolshevik units, insurgent detachments, and Romanian formations succeeded one another there. With each change of master, the Jewish quarters were looted, the warehouses emptied, the inhabitants ransomed under threat. Reports gathered after the war describe a city whose Jewish population was impoverished by a succession of exactions rather than by a single massacre.
