In Demnat, in the High Atlas, the caïd extorted the community of the mellah and imprisoned its notables. The matter was brought before the sultan by the Alliance israélite universelle.
This was the first major Moroccan case of the Alliance, and it inaugurated a method: documenting the extortion, bringing it before the central authority, calling upon the consulates to intervene. The method had its limits — the sultan could do little against a mountain caïd — but it transformed the condition of communities by giving them an external recourse, where before they had none.
