L'un des premiers et principaux disciples du Baal Shem Tov. Il fut rabbin (av beit din) de Rashkov, de Nemirov puis, à partir de 1770, de Polonnoye. Son livre « Toldot Yaakov Yossef » (1780) fut le tout premier ouvrage hassidique jamais imprimé et reste l'une des sources majeures des enseignements du Baal Shem Tov, qu'il cite dans une section intitulée « Paroles que j'ai entendues de mon maître ».
