Né à Marrakech, il émigra adolescent à Jérusalem où il étudia au Talmud Torah séfarade. Nommé en 1909 Rishon le-Zion (grand rabbin séfarade / Hakham Bashi de Jérusalem) après la destitution de R. Eliyahou Moché Panigel, il exerça jusqu'en 1911 et fut l'un des premiers signataires (1910) de l'accord d'union entre communautés séfarade et ashkénaze.
