Né à Alibag sur la côte du Konkan, fonctionnaire à Bombay. Il fonde en 1853 la Bombay Bene Israel Benevolent Society et, en 1875 avec ses frères, une école enseignant le marathi et l'hébreu. Il laissa à sa mort un manuscrit, The History of the Bene-Israel of India (rédigé en 1897), première histoire de la communauté écrite par l'un des siens, publiée à Tel-Aviv en 1937 à l'initiative d'Immanuel Olsvanger.
