Né à Mantoue en 1840, il étudia à l'Institut rabbinique de Padoue, où il fut l'un des derniers élèves de Samuel David Luzzatto (Shadal), et fut ordonné en 1868. Rabbin de Mantoue (1868-1880), il fut élu grand-rabbin de Ferrare le 3 novembre 1880, poste occupé jusqu'à sa mort en 1915. Il fut aussi historien de la communauté juive italienne et l'un des premiers biographes de Moshe Chaim Luzzatto (Ramchal).
