Deuxième fils de Samuel Montagu, 1er baron Swaythling. Secrétaire d'État à l'Inde de 1917 à 1922 (réformes Montagu-Chelmsford / Government of India Act 1919). Seul Juif du cabinet lors des débats sur la Déclaration Balfour, il s'y opposa dans un mémorandum (« The Anti-Semitism of the Present Government », 1917) par crainte d'une accusation de double loyauté.
