The camp housed groups of foreign workers, mostly Jewish refugees from Europe, employed in public works under the supervision of the Legion.
The Oued Zem camp houses groupings of foreign workers, the majority of them Jewish refugees from Europe, employed in the region's public works projects under the surveillance of the Légion. The internees of Oued Zem are neither tried nor sentenced: they are administratively assigned, and their situation depends on a decree that no court oversees. Correspondence is censored, visits subject to authorization. Those with means can sometimes obtain a transfer; the others remain until the worksite or the war decides otherwise.
