Bălți was the second city of Bessarabia and its community one of the most significant. What distinguishes the Romanian case from the German one lies in improvisation: there is neither a written plan nor centralized organization, but a policy of cleansing left to the initiative of individual units, which produces a considerable toll through accumulation.
