The ukase of Catherine I orders the expulsion of the Jews from Little Russia, that is, from the Ukraine that the Empire had just absorbed. The communities are driven out; at the border, their goods and currency are seized in transit, so that the expulsion is compounded by confiscation.
The measure belongs to a series: the Russian sovereigns of the century would repeat the order without managing to make it effective, because the economy of the western provinces rested in part on these communities. It is this contradiction between the will to exclude them and the need for their services that would lead, at the end of the century, to the invention of the Pale of Settlement — not a softening, but a territorial confinement.
