The section bears the first covenant, and it is universal: it concerns not Israel but all living things. Then comes the table of nations, which arranges known humanity in lineages — a way of saying that the diversity of nations is an order, not an accident. Then Babel scatters the languages. The narrative of a particular people will be born from this dispersion, not against it.
