Né à Londres, fils de Levy Salomons de St Mary Axe. Banquier, cofondateur de la London and Westminster Bank et membre du London Stock Exchange. Premier juif shérif de la City (1835), premier alderman juif, puis en 1851 élu député de Greenwich sans pouvoir siéger faute de prêter le serment chrétien — cas fondateur de l'émancipation politique juive britannique ; il siège finalement à partir de 1859. Élu lord-maire de Londres en 1855.
