Né en Bosnie, il devint en Terre d'Israël l'un des grands documentateurs de la judaïcité séfarade et orientale. Son œuvre majeure, Yehudei ha-Mizrah be-Eretz Yisrael (1928), rassemble les biographies de plusieurs milliers de rabbins, savants et notables séfarades liés à Eretz Israël. Il mena aussi des travaux pionniers sur le Me'am Lo'ez et la poésie hébraïque séfarade, notamment par des questionnaires envoyés à des centaines de personnalités.
