Avocat américain né à Charleston, en Caroline du Sud, le 4 mars 1806, de parents anglais, mort à La Nouvelle-Orléans en 1875. Formé à Charleston puis à La Nouvelle-Orléans, où il se rendit en 1828 avec Judah P. Benjamin, son parent, il fut admis au barreau de Louisiane en 1830 et exerça le droit dans cette ville. Sécessionniste convaincu, il fut élu lieutenant-gouverneur de Louisiane en 1859 sous l'étiquette démocrate, fonction qu'il occupa jusqu'en 1864, et perdit l'essentiel de sa fortune pendant la guerre de Sécession.
