Albert Hessberg est un avocat américain né à Albany, dans l'État de New York, le 13 décembre 1856. Formé au cabinet de Rufus W. Peckham, futur juge à la Cour suprême des États-Unis, il devient son associé au sein du cabinet Peckham, Rosendale & Hessberg, poursuit son association avec Rosendale après la nomination de Peckham à la magistrature, sert comme substitut du procureur municipal de 1883 à 1886, puis comme commissaire chargé de réviser les lois et ordonnances de la ville en 1887. Élu greffier-enregistreur d'Albany en 1888, il est réélu en 1892 et exerce jusqu'en 1896, occupant par ailleurs de nombreuses fonctions civiques à Albany.
