Consul suffect en l'an 42, désigné selon Tacite comme successeur de Corbulon au poste de légat de Syrie en 63 ; ses monnaies ne datent cependant que des années 65 et 66. Gouverneur au déclenchement de la guerre juive, il marcha sur la Judée, massacrant huit mille juifs à Jaffa, assiégea Jérusalem sans parvenir à en forcer les murailles, puis se retira, poursuivi et vaincu par les juifs à Gabao, avant de mourir peu après.
