بعد التحية . اشارة الى كتابكم المرقم ١٥٧٧ والمؤرخ ١٩٧٠/٦/١٣ الموجه الى ادارة مدرسة فرنك عيني الاهلية . والحاقا بكتابنا المرقم ل/٣١٧/٧٠ والمؤرخ ١٩٧٠/٦/٢٥ . واشارة الى الاجتماع الذي عقد في مقر نقابتكم المحترمة في عصر يوم الاحد ١٩٧٠/٧/٥ بناءا على طلبكم في كتابكم المرقم ١٨٠٨ والمؤرخ ١٩٧٠/٧/١ . سبق ان بحثنا بكتابنا المشار اليه اعلاه عن الضيق المالي الذي تمر به طلاب مدارسنا في الوقت الحاضر . وكيف ان قسما كبيرا من الموارد التي كانت تأتي من اوقاف الطائفة الموسوية والتي كانت تصرف قاطبة على المدارس قد جمدت منذ اكثر من سنتين واصبح من الصعب جدا على لجنتنا الادارية تسديد نفقات هذه المدارس خاصة وان عددا كبيرا جدا من طلابنا معفون من الاجور المدرسية لضيق حال اوليائهم . وبالرغم من كل ما ذكرناه وبالرغم من توقف منح العلاوات لموظفي المدارس الرسمية فقد نظرت لجنتنا مؤخرا في موضوع منح جميع مدرسي ومعلمي مدارسنا علاوات متناسبة مع امكانياتنا وذلك ابتداءا من ١٩٧٠/١٠/١ اي من بدء السنة الدراسية المقبلة مع العلم اننا تعهدنا بان نمنح علاوة بمقدار ( ٣/- ) ثلاثة دنانير شهريا لكل عضو من اعضاء الهيئة التعليمية بغض النظر عن الحقيقة بان الرواتب الحالية التي يتقاضاها معظم معلمي ومدرسي مدارسنا مساوية او اكثر مما يتقاضاه اقرانهم في المدارس الاخرى اهلية كانت ام رسمية كما سبق وبينا ذلك . كما اننا نمنح غلاء المعيشة كاملا وبنفس المقياس الحكومي لجميع اعضاء الهيئة التعليمية ولضمان تنفيذ هذا الوعد فان اللجنة الادارية مستعدة لتنظيم عقود استخدام جميع معلمي ومدرسي مدارسنا عن السنة الدراسية المقبلة منذ الآن . هذا مع العلم بانه سوف يكون تسديد الزيادة في نفقات الرواتب والذي سوف يبلغ حوالي الالفي دينارا بنتيجة منح هذه العلاوات سوف يكون تسديد الزيادة في هذه النفقات معتمدا بالدرجة الاولى على الاجور المدرسية التي سوف نتقاضاها من الطلاب في السنوات المقبلة . وعلى ذلك فلن يكون بمقدور لجنتنا تسديد اي نفقات اضافية من السنوات الماضية نظرا لعدم تيسر المال اللازم لذلك لدينا . هذا وبعد قيامنا بهذه الخطوة الايجابية ، فان لجنتنا تأمل من نقابتكم المحترمة ان تلاقي التجاوب اللازم لحل المشكلة المالية لمدارسنا حلا بناءا مع العلم اننا سوف نبذل ما في وسعنا على الدوام في المستقبل للترفيه عن معلمي ومدرسي

In the name of God, the Most Gracious, the Most Merciful Administrative Committee for Iraqi Jews in Baghdad: Telephone Number: 83531 President / 80452 Secretary Number L/: Date: 1/7/1970 Subject/: Granting annual increments Teachers Syndicate in the Iraqi Republic Honorable Mr. Chairman of the Committee for the Defense of Members' Rights Greetings. Reference to your letter No. 1577 dated 13/6/1970 addressed to the administration of Frank Iny Private School. And further to our letter No. L/317/70 dated 25/6/1970. And reference to the meeting held at the headquarters of your esteemed syndicate on the afternoon of Sunday 5/7/1970 based on your request in your letter No. 1808 dated 1/7/1970. We have previously discussed in our letter referred to above the financial hardship that our school students are going through at the present time. And how a large portion of the resources that used to come from the endowments of the Mosaic community, which were spent entirely on the schools, have been frozen for more than two years, and it has become very difficult for our administrative committee to pay the expenses of these schools, especially since a very large number of our students are exempt from school fees due to the narrow financial circumstances of their guardians. Despite all that we have mentioned, and despite the suspension of granting increments to official school employees, our committee has recently considered the subject of granting all teachers and instructors of our schools increments proportionate to our capabilities starting from 1/10/1970, i.e., from the beginning of the next school year, noting that we have pledged to grant an increment in the amount of (3/-) three Dinars per month to each member of the teaching staff regardless of the fact that the current salaries received by most teachers and instructors of our schools are equal to or more than what their peers receive in other schools, whether private or official, as we have previously explained. We also grant the full cost of living allowance at the same government scale to all members of the teaching staff. To ensure the implementation of this promise, the Administrative Committee is prepared to organize employment contracts for all teachers and instructors of our schools for the next school year starting from now. This is with the knowledge that the payment of the increase in salary expenses, which will amount to approximately two thousand dinars as a result of granting these increments, will depend primarily on the school fees that we will receive from students in the coming years. Accordingly, our committee will not be able to pay any additional expenses from previous years due to the unavailability of the necessary funds for that with us. Thus, after we have taken this positive step, our committee hopes from your esteemed syndicate to find the necessary response to solve the financial problem of our schools in a constructive manner, noting that we will always do our best in the future for the welfare of the teachers and instructors ⟦illegible⟧ To be continued

الموضوع /

غير قليلة وذلك تمشيا مع الروح التقدمية التي اتت بها الثورة . ٦- ان ما بيناه اعلاه يدل دلالة واضحة على ما يلي : اولا - ان مستوى الرواتب التي يتقاضاها اعضاء الهيئة التعليمية في مدارسنا في الوقت الحاضر هي اعلى بكثير مما يتوقع الحصول عليه في مدارس اخرى ، اهلية كانت ام رسمية ، وذلك بالرغم من الضائقة المالية التي تمر بها مدارسنا منذ ثلاث سنوات . ثانيا - ان مدرسي مدارسنا يتقاضون مخصصات غلاء المعيشة كاملة اي بنفس المقدار الذي يتقاضاه اقرانهم في المدارس الرسمية واعلى مما حددته نقابة المعلمين مؤخرا . ثالثا - ان الزيادة في الرواتب والعلاوات التي منحت لمعلمي مدارسنا في فترات متعددة كانت اعلى من النسب التي تمنح قانونا لموظفي الدولة .

And how a large portion of the resources that used to come from the endowments of the Mosaic community, which used to spend its yield on schools, has been frozen for more than two years, and it has become very difficult for our administrative committee to pay the expenses of these schools, especially since a large number of our students are exempt from school fees due to the narrow circumstances of their guardians. B04 · paragraph / arabic بعد التحية . الحاقا بكتابنا المرقم ل/٧٠/٣٢٩ والمؤرخ ١٩٧٠/٧/٢٧ نرجو الاشارة الى كتابنا المرقم ل/٧٠/٣١٧ والمؤرخ ١٩٧٠/٦/٢٥ الموجه الى السيد رئيس لجنة الدفاع عن حقوق اعضاء نقابة المعلمين في الجمهورية العراقية وصورة منه الى مديرية التعليم الاهلي في وزارتكم المحترمة . ١- لقد شرحنا في كتابنا المشار اليه بان مدارسنا تمر في الوقت الحاضر بضائقة مالية حادة وان عددا كبيرا جدا من طلابنا معفون من الاجور المدرسية لضيق حال اوليائهم . ٢- وبالرغم من كل ذلك فقد وعدت لجنتنا مؤخرا بمنح مدرسي ومعلمي مدارسنا من الذين مر على تعيينهم ثلاث سنوات او اكثر علاوة ثلاثة دنانير شهريا لكل منهم ابتداء من ١٩٧٠/١٠/١ اي من بدء السنة الدراسية المقبلة . مع العلم بانه سوف يكون تسديد الزيادة في نفقات مدارسنا بنتيجة منح هذه العلاوات للسنة المقبلة ، معتمدا كليا على الاجور المدرسية التي سوف نتقاضاها من الطلاب . ٣- ونود ان نشير هنا بان الرواتب التي يتقاضاها معظم مدرسي ومعلمي مدارسنا حاليا ، مساوية لما او اكثر مما يتقاضاه اقرانهم في المدارس الاخرى ، اهلية كانت ام رسمية . كما ان اعضاء الهيئة التعليمية في مدارسنا يتقاضون غلاء المعيشة كاملا وبنفس النسب المقررة لموظفي الدولة والتي تتراوح بين ( -/١٣ ) دينارا و ( -/١٨ ) دينارا شهريا . وذلك بالرغم من ان نقابة المعلمين كانت قد حددت غلاء المعيشة مؤخرا بمبلغ ( -/٧/٥ ) دينارا شهريا . ٤- ومن الجدير بالذكر هنا بان مدارسنا كانت ولا زالت على الدوام تمنح رواتب محترمة لمعلميها ومدرسيها بالنسبة الى رواتب بقية المدارس الاهلية والرسمية ، وذلك للترفيه عن اعضاء الهيئة التعليمية الذين ينتظر منهم مقابل ذلك ان يبذلوا اقصى ما يمكن من الجهد للمحافظة على المستويات العلمية لهذه المدارس . ونود ان نشير هنا بان اللجنة الادارية قد قامت بمنح اعضاء الهيئة التعليمية زيادة في الرواتب والعلاوات اكثر مما كانوا يستحقونه بالنسبة للزيادة والعلاوات التي تمنح لاقرانهم في المدارس الرسمية . وقد منحت هذه العلاوات لسنوات متتالية كما تبينه عقود استخدامهم وكما تبينه الكتب الرسمية التي ارسلت مؤخرا الى نقابة المعلمين / رئاسة مجلس صندوق تقاعد معلمي المدارس الاهلية - حتى بلغت هذه العلاوات بمقدار الضعف او اكثر من الضعف في بعض الحالات بالنسبة لما يستحقه المعلم . ٥- هذا بالاضافة الى انه منذ انبثاق ثورة ١٤ تموز المجيدة في سنة ١٩٥٨ . عدلت رواتب جميع مدرسي مدارسنا بنسب عالية وزيدت هذه الرواتب في السنوات التي تلت الثورة ايضا زيادات يتبع

Knowing that the payment of the increase in our schools' expenses as a result of granting these allowances for the next year will depend entirely on the school fees that we will receive from the students. 3- We would like to point out here that the salaries currently received by most of the teachers and instructors of our schools are equal to or more than what their peers receive in other schools, whether private or official. Also, the members of the teaching staff in our schools receive the full cost of living allowance at the same rates prescribed for state employees, which ranges between (13/-) dinars and (18/-) dinars per month. This is despite the fact that the Teachers' Syndicate had recently set the cost of living at an amount of (7/5/-) dinars per month. 4- It is worth mentioning here that our schools have always and still grant respectable salaries to their teachers and instructors compared to the salaries of the rest of the private and official schools, in order to provide comfort for the members of the teaching staff who are expected in return to exert the maximum possible effort to maintain the academic standards of these schools. We would like to point out here that the Administrative Committee has granted the members of the teaching staff an increase in salaries and allowances more than they deserved compared to the increase and allowances granted to their peers in official schools. These allowances were granted for consecutive years as shown by their employment contracts and as shown by the official letters that were recently sent to the Teachers' Syndicate / Presidency of the Board of the Private School Teachers' Pension Fund - until these allowances reached double or more than double in some cases compared to what the teacher deserves. 5- This is in addition to the fact that since the emergence of the glorious July 14 Revolution in the year 1958, the salaries of all our school teachers were adjusted by high percentages, and these salaries were also increased in the years following the revolution by increases To be continued
