Né à Sofia dans une famille juive séfarade de Bulgarie, émigré en Israël en 1948. Historien de la Russie des XVIIIᵉ-XIXᵉ siècles, il fonde en 1971 l'Institut d'études russes et est-européennes de l'université de Tel-Aviv et occupe la chaire Samuel Rubin. Auteur de nombreux ouvrages ; lauréat du Prix d'Israël en 1993.
