Banquier et négociant né à Calcutta le 14 novembre 1837 dans une famille juive vénitienne d'origine séfarade portugaise. Installé à Hong Kong en 1862, il présida la Hongkong and Shanghai Banking Corporation (1876-1877) et siégea au Conseil législatif. Célèbre pour sa philanthropie : don de 25 000 $ en 1889 pour une école de filles rebaptisée Belilios Public School en 1893 ; il légua 250 000 £ pour un collège juif à Calcutta. Mort à Londres le 11 novembre 1905.
