Né à Whitechapel dans une famille de Juifs bagdadis ; il reprend avec son frère Samuel Samuel l'affaire d'import-export paternelle (M. Samuel & Co.). Entré dans le négoce pétrolier en 1892, il fonde la Shell Transport and Trading Company en 1897, plus tard fusionnée avec Royal Dutch. Lord Mayor de Londres en 1902-1903 (5e Juif à ce poste), il refusa d'y inviter l'ambassadeur roumain en protestation contre le traitement des Juifs de Roumanie. Créé baron (1921) puis vicomte Bearsted (1925).
