Créé au Congrès sioniste de Londres en 1920 comme principal organe de collecte de fonds du mouvement sioniste, il transfère son siège de Londres à Jérusalem en 1926. Il finance l'aliyah, l'absorption des immigrants et des projets sociaux et éducatifs en Israël.
