Né à Nancy en 1797, fils du banquier juif Gerson-Jacob Goudchaux, il s'installe à Paris en 1825 et rejoint l'opposition libérale. Après la révolution de 1848, il fut par deux fois ministre des Finances de la IIe République (février puis juin–octobre 1848) et député de la Seine. Il démissionna en octobre 1848 par principe après un vote.
