Network of Estonian labor camps where survivors from the ghettos of Vilna and Kaunas are sent; detainees are evacuated or shot as the front approaches.
Vaivara, in the north-east of Estonia, lends its name to a network of around twenty labor camps opened around deposits of oil shale, exploited for fuel by the German army.
Sent there were the survivors of the closed quarters of Vilna and Kaunas, following their liquidation, as well as deportees from Latvia and Hungary. The detainees worked in extraction and on fortifications. As the front approached, the camps were evacuated westward by sea, and those who could not follow were shot on the spot.
