The second Passover is instituted for those who, prevented, were unable to celebrate on the appointed date: the calendar provides a makeup for the absent. It is a rare and revealing provision — the community makes room for those who were away. The section also reports that Moses was "the most humble of men," and his sister Miriam is struck for having spoken against him.
