Rabbin né à Alger, figure reconnue en Israël et dans la diaspora juive du renouveau du judaïsme sépharade nord-africain, décisionnaire (Morei Horaah) pour le grand rabbinat de Jérusalem. Sa famille, établie à Tlemcen dès l'époque d'Ibn Khaldoun puis à Alger, a émigré en France après la guerre d'Algérie avant qu'il ne s'installe à Jérusalem.
