Né Izo Hertzig à Siret (Roumanie) dans une famille hassidique, il fut l'un des chefs du mouvement de jeunesse HaNoar HaTzioni et de la résistance sioniste en Roumanie pendant la Seconde Guerre, organisant le sauvetage d'enfants et l'immigration clandestine. Il fit son alyah en 1946, devint avocat puis député à la Knesset (1984–1988). Il fut honoré à titre posthume pour avoir sauvé des milliers de Juifs de Transnistrie.
