Grand rabbin de Sanaa à la fin du XIXe et au début du XXe siècle, éminent érudit et réformateur de l'éducation juive, il fut à l'origine du mouvement Dor Deah (« Génération de la raison ») en 1912. Il éleva son petit-fils Yosef Qafih.
