Né Yasha Kazakov en 1947 à Moscou. À 19 ans, il força l'entrée du consulat d'Israël à Moscou et mena un combat public pour le droit des Juifs soviétiques à émigrer. Émigré en Israël (1969), il combattit lors de la guerre du Kippour puis dirigea le service Nativ, jouant un rôle dans l'exode massif des Juifs d'URSS au début des années 1990.
