Born in 1918 into a wealthy London Jewish family; his father Sir Samuel Joseph headed the Bovis construction company and was Lord Mayor of London (1942–43). Minister under Conservative governments, he was one of the chief architects of « Thatcherism » and co-founded the Centre for Policy Studies with Margaret Thatcher in 1974. Author of notable speeches and pamphlets (« Monetarism Is Not Enough », 1976).
