Fonda en 1914 l'Oxford and St George's Jewish Boys' Club, devenu le Bernhard Baron Settlement de l'East End. Magistrat au tribunal pour enfants, il a écrit plusieurs ouvrages sur l'action sociale, la jeunesse et l'éducation.
