Issu d'une famille anglo-juive distinguée, formé à Malvern College et Trinity College (Cambridge). Sous-secrétaire adjoint pour l'Afrique au Colonial Office (1947, auteur du « Cohen Report » préconisant la dévolution progressive du pouvoir aux Africains), puis gouverneur de l'Ouganda (1952-1957) — période marquée par la crise du Kabaka (1953). Ensuite représentant britannique au Conseil de tutelle de l'ONU.
