Born into a modest Alsatian Jewish family in Hattstatt (Haut-Rhin), he became one of the best-known foreign policy journalists of the interwar period, then Socialist deputy (Mulhouse, Paris, Castres from 1936) and leader of the SFIO. He was involved in welcoming refugees from the Reich to France (1939-1940).
