Trained in law in Baghdad and Constantinople, he served as judge in various Iraqi courts. From 1924, he represented several terms the Jews of Iraq in Parliament and supported the Zionist organization of Baghdad. Before 1936, he published an important work in Arabic on the Constitution of the Iraqi kingdom. In 1949, a military tribunal condemned him as a Zionist (released after four months).
