Né à Boukhara en 1854, il devint le grand-rabbin de la communauté boukhariote de Jérusalem. Il rédigea un ouvrage halakhique, Likutei Dinim, dans la veine du Ben Ish Haï, publié à partir de 1900 en plusieurs volumes couvrant diverses sections du Choulhan Aroukh. Il participa aussi à la publication des Prophètes (Neviim Rishonim et Aharonim) en judéo-tadjik (boukhari) avec Rav Shimon Hakham. Il est enterré au mont des Oliviers.
