Born in Bukhara in 1854, he became the chief rabbi of the Bukharan community of Jerusalem. He wrote a halakhic work, Likutei Dinim, in the vein of the Ben Ish Haï, published from 1900 in several volumes covering various sections of the Shulchan Arukh. He also participated in the publication of the Prophets (Neviim Rishonim and Aharonim) in Judeo-Tajik (Bukharan) with Rav Shimon Hakham. He is buried on the Mount of Olives.
