Born in Zliten (Libya) in 1885, he was appointed judge (dayan) to the rabbinical court of Tripoli (from 1933–1935 onward) and became the last great spiritual authority of Libya's Jewish community before its exodus. Upon his death in Tripoli, his daughter had trunks and crates of documents brought to Israel: the archives of the Tripoli beth-din and the manuscript collection (genizah/archive) of Rabbi Yissachar Hakmoun.
