Né à Zliten (Libye) en 1885, il fut nommé juge (dayan) au tribunal rabbinique de Tripoli (à partir de 1933-1935) et devint la dernière grande autorité spirituelle de la communauté juive de Libye avant son exode. À sa mort à Tripoli, sa fille fit monter en Israël malles et caisses de documents : les archives du beth-din de Tripoli et le fonds manuscrit (genizah/archive) de Rabbi Yissachar Hakmoun.
