Né à Zagoura (sud du Maroc) le 22 Tamouz 5680 [1920], fils du rav Shaoul Dahan. Orphelin de père vers cinq ans, il fut conduit par sa mère à Meknès où il étudia douze ans à la yeshiva « Keter-Torah » auprès de Rabbi Raphaël Baroukh Toledano, qui l'éleva dans sa propre maison. Ordonné dayan vers 24 ans, il siégea comme juge à Meknès puis à Aflou (Algérie). Monté en Israël en 1949, il fut confirmé rabbin de Beer-Sheva en 1951 par les rabbins Ben-Zion Ouziel et Isaac Herzog, puis élu grand rabbin de la ville en 1959, charge qu'il exerça jusqu'à sa mort le 25 Elloul 5757 [1997]. Réputé pour son humilité, ses jeûnes cachés et son ascèse personnelle, il refusa toujours de publier ses écrits de son vivant.
